Violence against children is never justifiable and any violence can be prevented. With the intention to point out to increasingly present problem of violence against children, the United Nations in 1983. have declared June 4. as the International Day of Children Victims of Violence.

Every form of violence, abuse and neglect of a child, is a serious threat to growing up of a child, because it violates the fundamental right of the child - the right to life and development. Obligation of the state is to provide basic right of the child to respect of his human dignity, physical and mental integrity, prevention of all forms of violence and abuse, because realization of this right of the child is crucial for provision and promotion of all other rights of the child.

Violence against children occurs in many forms – neglect of a child, physical abuse, psychological abuse, sexual abuse, violence through the Internet, where the main problem is that it is not recognized in time and adequate reaction of authorities is lacking, both in the area of support and assistance to the child and in the area of determining accountability of perpetrators.

Although family has primary role in development and growing up of a child, unfortunately, many children exactly in the family and in the earliest age experience various forms of neglect, violations, humiliation and abuse. Violence that children experience in the family is by no means a matter of the family although it is going on inside of it, but a serious social problem. Children are afraid and ashamed to report what is happening in the family, and report cases that their friend has a problem with domestic violence.

The problem of violence against children that occurs outside of school, the school still does not see as a problem in which identification and prevention it should be included. Responsibility is mostly seen in parents and their unwillingness to cooperate. However, violence that occurs in the educational system, school does not recognize in time and only in rare cases initiates proceedings to determine accountability of perpetrators.

A number of reports to the Institution indicate on violence against children in the educational system by third parties. It is about parents of students who "discipline" other school students.

According to data of the MIA in 2012. 1360 misdemeanor charges of domestic violence were filed (in 2011. - 1190, in 2010. - 864) In the same period, according to Article 208. of the Criminal Code 253 criminal acts of domestic violence were recorded, and 2011. - 219 criminal acts of domestic violence.

According to the research of the Ombudsman for Children and Network of Young Advisors psychological violence is increasingly present. Constant humiliation of a child, belittling, cursing, use of derogatory names, lack of communication with the child, ridiculing child's looks or features, intimidation of a child and similar leave long-term consequences on mental and emotional development of a child.

Unfortunately, even though statistics show an increase in domestic violence, they still do not reflect reality in the field for several reasons:

- still, only those children who are direct victims of mostly physical violence are recorded as victims of violence,

- children who are for years witnesses of various forms of violence and abuse are not part of the statistics,

- various forms of neglect of the child are still not considered child abuse,

- corporal punishment of children is still considered educational measure for disciplining children.

Children have the right to grow up in an environment that provides respect and support and which is free of violence, because only such environments encourage development of personality of a child and make citizens responsible towards themselves and towards others.

On the occasion of marking of the International Day of Children Victims of Violence the Ombudsman for Children and MIA of Republic of Srpska organize a round table "Let’s protect children from violence" in Elementary School "Jovan Jovanović Zmaj" in Banja Luka, June 04. at 11 o'clock.
