The National Assembly of Republic of Srpska unanimously adopted Annual Report of the Institution of Ombudsman for Children for 2011.
The Report, among other things, pointed out that the large increase in the number of complaints (by 80% compared to the previous year) is due to the increasing visibility and recognition of the Institution of Ombudsman for Children for protection of the rights of the child, as well as greater willingness and openness of governmental and NGO sector to speak openly on a number of issues of exercising and protection of the rights of the child.
The main problem is, and what should be an advantage, that the large number of subjects of protection who have duty and responsibility to ensure the best interest for each child, but among them there is no necessary communication or coordinated cooperation.
Passage of time in protection of the rights of the child, often is a result of transferring responsibility from one institution to another, which does not solve the problem, but leaves room for the emergence of even more serious consequences on the growth and development of a child.
The largest number of complaints indicates neglect of children and violence against them, due to which a protocol must be made which will define treatment of institutions and make them responsible in all cases of violence, abuse and neglect of children.
