The new Optional Protocol to the Convention on the Rights of the Child on a communications procedure was adopted by the UN General Assembly on December 19. 2011.

The Protocol was officially signed in Geneva on February 28. 2012. and thus opened for signature and ratification by UN member states. The Protocol will enter into force three months after it is ratified or acceded by 10 states.

The new Optional Protocol refers to the procedure for submitting complaints to the Committee on the Rights of the Child, which allows to individuals or groups, or third parties on behalf of them to submit a complaint to the Committee on the Rights of the Child in cases where national systems did not provide a proper protection of the rights of the child.

The new Protocol is a new guarantee and more effective mechanism of protection because it affirms a child as a subject of rights and for the first time provides his protection at international level.
