Regular Annual Conference of the Network of Ombudsmen for Children of South East Europe was held in Ohrid, on September 6 and 7. 2011. with the topic - Protection of children from economic exploitation.

Beggary is one of the most present forms of economic exploitation of children on which the institutions of Serbia, Montenegro, Vojvodina and Republic of Srpska with the same methodology performed the research which should provide answers to many questions – inter alia about the presence of this phenomena, the causes that lead to this form of exploitation of children, the measures taken by the competent authorities in relation to beggary of children especially regarding its prevention, the record-keeping, cooperation of relevant institutions.

The conditions in which children grow up "working" on street not only violate but also seriously threaten the fundamental right of every child, the right to health, adequate parental care, the right to education. Most often, beggary of children is a result of violation of their fundamental rights and untimely reaction to such conditions of child’s growing up.

The joint evaluation of all conference participants, that children do not belong on street, and that in order to protect the child and its interests, primarily the factors that lead to this phenomenon must be taken into account in order to, with preventive measures, prevent this form of violence against children. The first research of this kind, the Ombudsman for Children, in cooperation with the social welfare centers, Ministry of Internal Affairs and NGOs have performed for all municipalities of Republic of Srpska, based on which the Special Report was done that will be send to relevant institutions.
