At the beginning of the new school year, the Ministry of Education and Culture and The Republic Pedagogical Institute promoted the modernized curriculum for primary education, introducing violence preventing programs, adjusted to the age of the child, in a program of educational work of class community. The goal of the program is to acquaint students with forms of violence, how to appropriately respond to bullying, and developing skills of nonviolent communication. The program also gives didactic instructions and recommendations to the class teachers to use modern methods, to include experts in the implementation of programs offered, and what is very important mandatory participation of children in the creation of content.
Ombudsman for Children expects that the Ministry and The Republic Pedagogical Institute will provide additional training for teachers and follow the implementation of curriculum in order to achieve these objectives.
With this promotion, Recommendations of the Ombudsman for Children: The prevention programs are an integral part of the school curriculum has been accepted. It was created after expert discussions on prevention programs, on the occasion of marking the International Human Rights Day 2013, organized by the Institution in cooperation with the Ministry of Family, Youth and Sports and the Pedagogical Institute.
Considering the importance of prevention programs in protecting the children from various forms of violence, abuse and neglect, the Ombudsman for Children proposed to the Ministry of Education and Culture taking necessary measures and activities to make programs for the prevention of various forms of violence as an integral part of the curriculum:
- Until the start of new school year Ministry should define violence prevention program as a part of the education system which should be implemented in the class community.
The program should treat different forms of violence among children - bullying and the different forms of child abuse-physical, mental, sexual violence, violence through information technology, ways of recognizing all of its forms, consequences on growing the child, whom and how contact to get help, what is the obligation of competent authorities under the Protocol on the procedure in cases of violence, abuse or neglect of the Child.
