November 16. to december 01. 2009.

Ombudsman for Children of Republic of Srpska planned its activities on the occasion of International Children's Day and 20 years of UN Convention on Children Rights in Banja Luka and Modriča. All activities are conducted under the motto "Children are everyone's concern". Accordingly were invited guests who took part in our activities.

November 16.

Program started at 10 am with Press-Conference in Government building. People were addressed by Ombudsman for Children of Republic of Srpska Nada Grahovac LLM, Minister of Education and Culture Anton Kasipović, Minister of Internal Affairs Uroš Pena, Minister of Health and Social Care Ranko Škrbić and other officials.

At the same time in Modriča, public institution of kinder garden " Naša radost" presented their work "That's" us via video presentation. Also, they organized the event named "Youngsters present their rights" which were presented by songs, acting, recitals and dancing.

Round table "Protection of children rights" was organized by Ombudsman for Children of Republic of Srpska in whose work, among other bodies, institutions and organizations from Modriča, Doboj and Banja Luka, signatories of the protocol on peer violence, participated.

November 17.

In Modriča activities were conducted in primary school "Sveti Sava". School's successes were presented and its history, literary works on the topic of children rights, the work of the choir, rhythm section and other activities which help children develop their knowledge and talent.

In Banja Luka at the same time the Ombudsman for Children visited "Protect me" center. Discussions were held regarding children rights and hosts have organized a small exhibition of their works.

November 18.

On Wednesday a birthday celebration was held for 20-th year of UN Convention on the right of children in the office of Ombudsman for Children. Our guests were youngsters from kinder garden "Plavi čuperak". With a song and a small quiz about children rights, we have learned something about the children wishes, and children something on the rights and obligations.

Primary School "Sutjeska" from Modriča on that day organized a series of activities, in order to present their contribution in the recognition and enforcement of children rights.

Student Council organized a roundtable on the theme "I have rights and I know my obligations" to which they invited relevant guests to get answers to their questions. There was exhibition of art and literary works on the same topic. All was completed with a cultural entertainment program, and in the evening, students participated in a radio broadcast of radio of Republic of Srpska, studio Modriča, dedicated to the jubilee anniversary on children rights.

November 20.

Central event regarding marking of International Children's Day was held in Sports-Cultural Center in Modriča. People from Modriča organized program in which the children from kinder gardens, primary and high schools performed. It was a combination of youth, talent, and enthusiasm, new and traditional, presented through play, song, dance and recital.

Many guests were welcomed by Mayor of municipality of Modriča Mr. Mladen Krekić. The letter of support and respect for children and their rights sent by President of Republic of Srpska Mr Rajko Kuzmanović was read.

Ombudsman for Children of Republic of Srpska, Nada Grahovac addressed the audience and once again stressed the need to respect children and their rights as well as learning about them.

She presented Mayor of municipality of Modriča with letter of thanks for opening "The door of Modriča"  to all who care for children. On behalf of President of the National Assembly, who was a patron, Mrs Gordana Dukić addressed the audience.

Part of the program was intended for presenting of awards for students in elementary and high schools that won in the competition "I have rights and I know my obligations".Awards were provided by the Ministry of Health and Social Welfare, Ministry of Education and Culture and Ministry of Family, Youth and Sports.Their representatives addressed the guests, congratulated and presented awards to the students.

November 26. 

Foster home "Rada Vranješević" was visited by Deputy Ombudsman for Children, Zlata Hadžić-Bajrić with associates on the occasion of 20 years of UN Convention on Children Rights and International Children's Day. Children showed in the conversation that they know their rights and obligations, particularly regarding the right to life, education, health care and play. Children of different ages prepared art and literate works on children rights. They expressed joy regarding the participation in central event in Modriča.

December 01.

Association of Citizens "Budućnost" from Modriča and Ombudsman for Children of Republic of Srpska have continuing cooperation on the protection and promotion of children rights. Cooperation is reflected in the exchange of information and expertise, and joint activities.

In Modriča on December 01. 2009. in a joint organization of the Ombudsman for Children of Republic of Srpska and Association of Citizens "Budućnost" from Modriča a round table on the topic of sexual violence against children was held. Roundtable was attended by representatives of centers for social work, police, courts and media from Doboj region.

Presentation and discussion of participants at the round table refers to the following:

  • There are not enough accurate records on cases of abuse of children;
  •  Lack of well-trained professional teams at the local or regional level that could do psycho-therapy with victims and perpetrators of violence
  •  In practice it is very difficult to deal with cases of psychological violence
  • There is not a sufficient degree of cooperation between all participants in the proceedings
  •  Centers/services for social work do not receive feedback from the prosecution and courts;
  • Mild penal policies;
  •  Insufficiently developed system of foster families;
  • Need of constant education of staff in a unique program presented by the relevant ministry as well as judges and prosecutors by the Center of Education;
  • There is a need for the introduction of licensing for all personnel who work with victims of violence;
  • There is a need for networking of all institutions working in this field at the regional level and developing the partnership, including the media;
  •  Education in the family with the development of preventive programs to protect children from all forms of violence, including sexual;
  •  Lack of adequate institutions for assistance and support to children - victims of violence                                                                     

For purposes of this jubilee the Ombudsman for Children published a booklet  "UN Convention on Children Rights" and the poster with art display of children rights. They are given away to all schools and institutions that we visited and will be given to other as well.

Ombudsman for Children announced its activities in the media by participating in the morning program of "RTRS", before and during the week of International Children's Day and 20. birthday of the UN Convention on Children Rights.

Written and electronic media tracked our activities very well, and they have adapted the program contents to this jubilee as well, which talks about the development of our public awareness about the need to protect the rights of children.
