First week in October is traditionally marked as "Children's Week". This is an opportunity to trough further activities of all institutions and services is pointed to the importance of recognizing the needs of each child and to an adequate response in all situations that children face on their path of growing up. At home, in school, on street, local community, the media – we all have an obligation and responsibility to recognize their best interests in every situation.

Unfortunately, situations in which children often find themselves (children in conflict with law, children in beggary, children driving, in non-marital cohabitations, leaving school) are the consequence of violation of their fundamental rights and untimely response to such conditions of child’s growing up.

Neglect of a child which is very often present, in all its forms, is not recognized on time. Neglect is unconcern about a child which violates his right to life and development, because his basic needs are neglected - education, health, love and attention, play and leisure.

No matter in what form neglect occurs and regardless of the risk factors that lead to that, any form of child neglect leaves consequences because it threatens his proper growth and development. Any form of child neglect is violence against a child, and every form of violence against a child, regardless of who does it, is totally unacceptable.

Prevention programs that include all forms of violence, abuse and exploitation of children, protection of children from alcohol, drugs and tobacco, sexual education and healthy lifestyles, must be part of the educational system, to enable children from the earliest age to develop responsibility towards themselves and others.

Welfare of children is not only an obligation but also the responsibility of adults.
